TO SETTLE THE DIFFICULTIES IN ORDER TO SPEED-UP THE PROGRESS OF OIL & GAS ’S KEY PROJECTS

Towards the Dung Quat Refinery Project, with the EPC tendering package No. 5A, the Government Deputy Prime Minister has requested the Ministry of Construction to take prompt assessment and approve the breakwater’s design, meanwhile the Inspection and Acceptance Board has a responsibility for verifying and acceptance of weak soil layers which belonged to the said tendering package and report on the Prime Minister; Regarding the EPC tendering package No. 5B, the Minister of Ministry of Construction– the presiding officer –coordinated with Ministry of Communications and Transport, Vietnam Oil & Gas Company and Contractors have to set up a plan to execute the said tendering package to ensure the progress of this project.
Towards Ca Mau Gas – Electricity –Fertilizer Complex, with the PM3 gas pipeline system – Ca Mau, the Deputy Prime Minister has requested the Investor and the Contractor to be prompt to sign the EPC contract of the Project to ensure the progress of supplying gas for the Power-Station on Dec, 2006. About changing some articles of work because of double generating electric capacity at Ca Mau, the Investor shall coordinated with Main Contractor EPC. The Engineering Design Consultant are requested to manage and propose the best solution about engineering issues (gas intermediate distributing frame, compressor…) to submit Vietnam Oil & Gas Company’s Board of Directors’ approval. Regarding the Ca Mau 1 Power-Station, the Deputy Prime Minister has requested the Investor and the Main Contractor to be prompt to sign the EPC contract and deploy to execute following the proposed progress. The Main Contractor has a responsibility for supervising the sub-contractors to ensure the terms of the signed contract. Vietnam Oil & Gas Company sets up a report to adjust Ca Mau Power-Station Project according to the plan for double generating electric capacity of Ca Mau 1 Power-Station (The project which is in progress is Ca Mau 1 Power-Station, the project which is adjusted is Ca Mau 2 Power-Station). About Ca Mau Fertilizer, Vietnam Oil & Gas Corporation will soon put this project out to tender.
According to the said document, Mr. Nguyen Tan Dung – Permanent Deputy Prime Minister has entrusted the Ministry of Industry to guide the Electricity of Vietnam to set up electric lines in order to put Ca Mau 1, Ca Mau 2 Power-Station in operation; and guide the Electricity of Vietnam as well as the Vietnam Oil & Gas Corporation to sign a contract of buying-selling electricity for Ca Mau Power-Station; Vietnam Oil & Gas Corp. has set up the rate of progress not only for each tendering package but also for the whole Dung Quat Oil Refinery Project, Ca Mau Gas – Electricity –Fertilizer Complex to have good reason to guide and review responsibility for effectuating the Projects.
